Quebec is Canada’s largest province, known as “la belle province” (the beautiful province) to its locals and home to more than 8.2 million people. Quebec is a vibrant multicultural province, located in the center of Canada, often recognized as "Europe of North America". Quebec is also famous for its huge forests, rolling hills, and countless waterways. Quebec is the only province whose official language is French. The capital city is Quebec City, with a population of nearly 800,000.
The province of Quebec does not have Provincial Nominee Program, rather administers its own immigration programs with selection criteria that are distinct from those of federal and other provincial immigration programs. The province sets its own requirements for immigrants who want to live and work in Quebec.
The Quebec Skilled Worker program is different from other Canadian immigration programs. It has a different selection procedure. First, the applicant must apply to Immigration Quebec to obtain their Immigration Quebec Selection Certificate (CSQ). After receiving the CSQ, applicants apply to the federal government to obtain their permanent resident visas
Currently, candidates who want to settle in Quebec can apply for a CSQ in one of the following categories:
1. Quebec Skilled Worker Program
Skilled Worker applicants who intend to reside in Montreal or in another city or region within the province of Quebec must; first submit an expression of interest by completing a profile using the Arrima portal. The Arima portal remains open year-round and candidates are able to submit an EOI at any time, free of charge.
The highest-ranking candidates will receive an Invitation to Apply (ITA) for a Quebec Certificate of Selection under the Quebec Skilled Worker Program. Quebec will conduct periodic draws, inviting candidates to apply for a Quebec certificate of selection (CSQ). Candidates receiving an invitation have 60 days to submit a full application. Approved candidates who receive a nomination certificate (CSQ) may then apply for Canadian permanent residence.
2. Quebec Experience Program (PEQ)
The Quebec Experience Program (PEQ) is a simple fast-track process, which leads to permanent residence for two categories of applicants. The program allows international students and temporary foreign workers to apply for permanent residency from within Quebec. The Quebec Government encourages foreign workers working in Quebec and international students completing a program of post-secondary studies in Quebec, to permanently stay in the province.
The Quebec Experience Program (PEQ) is a simple fast-track process, which leads to permanent residence for two categories of applicants. The program allows international students and temporary foreign workers to apply for permanent residency from within Quebec after completing a qualified work or approved study period.
3. Quebec Business Immigration
The Canadian Business Immigration Program aims to create new opportunities in local markets, for business people, entrepreneurs and high net worth individuals who have the skills and experience and a desire to become Canadian permanent residents and settle in the province. These programs and visas are designed to help promote and develop Canada’s economy by attracting entrepreneurs, the self-employed, businesspersons and investors who are not yet Canadian citizens. Successful applicants will receive a Quebec Selection Certificate (Certificat de sélection du Québec, or CSQ) and will then have to meet the Government of Canada’s requirements before being approved for permanent residence.
