British Columbia Provincial Nominee Program (BCPNP)
Through this program, prospective immigrants with skills and experience targeted by the province may receive the British Columbia Provincial Nomination Certificate, which will allow the foreign citizen to apply for permanent residency of Canada.
The program is operated by the British Columbia Government in partnership with the Federal Immigration Department, Immigration, Refugees and Citizenship Canada (IRCC). Interested candidates should follow a two-stage process: Apply for nomination for provincial government, and then, if the nomination is done, apply for permanent residency to the federal government.
BC PNP Streams
The BCPNP accepts applications under three major categories:
- Skills Immigration,
- Express Entry BC
- Entrepreneur Immigration
A. BCPNP Skills Immigration
BC PNP Skills Immigration is divided into the following categories:
1. Skilled Worker Category -
This category is for those people who have got a qualified job offer in a skilled business. Workers are expected to have many years of experience in their skilled business.
2. Healthcare professional category -
Under this category, individuals with experience and with a qualified job offer as a physician, nurse, psychiatrist or associated health professional may apply. A qualified job offer should be acquired for one of 11 qualified healthcare businesses.
3. International Graduate Category -
This category is for those who have graduated from a qualified Canadian University or College in the last three years. To qualify under this sub-category, a job offer should be obtained from a BC employer.
4. International Post-Graduate Category -
This category is for graduates with a Masters or Doctoral degree from a qualified academic institution in British Columbia in the natural, applied, or health sciences programs of study. No job offer is required for this sub-category
B. Express Entry BC Streams
The British Columbia Provincial Nominee Program (BCPNP) promotes its own express entry stream, enabling the province to nominate qualified candidates for entry into Canada under the Federal Express Entry Immigration System. Potential Express Entry candidates are required to meet minimum provincial eligibility criteria for one of the following categories under the BC PNP. In order to qualify under British Columbia’s Express Entry streams, a sponsoring employer is required.

- International Graduates
- International Post-Graduates
C. Entrepreneur Immigration
The BCPNP Business category is aimed at high net worth individuals who wish to invest and operate a business in British Columbia and eventually settle in the province. The streams include following categories-:
